President & CEO
Chris Barton, Founder of Wholesale Carrier Services, Inc. (WCS), is a former MCI Telecommunications employee with over twenty years of telecommunication experience in a variety of large accounts sales and management positions. He has been managing WCS since 1994..
In his tenure with MCI, Chris was responsible for the sales development of some of MCI's largest national accounts in Texas and Florida. In addition, he managed the Miami marketplace for MCI and WorldCom as Branch Sales Manager.
Chris attended the University of Texas at Austin and majored in Electrical Engineering and Computer Science.
Vice President, Operations
Randy Lemmo is WCS’ Vice President of Operations. He is responsible for the overall customer experience including Service Delivery, Network Engineering and the Network Operations Center. His 26 years of experience working with facilities-based carriers, agents and resellers provides an additional layer of expertise to an already talented Executive Leadership Team.
Prior to joining WCS, Randy held executive roles at ANPI, ANI Networks and ILD Communications. As COO of both ANPI and ANI Networks, Randy was responsible for the development and implementation of processes required to support Carrier and Enterprise products and services. Mr. Lemmo has a unique industry insights and perspective having served on the Incompas (formerly Comptel) and ACCA Boards, and contributing as member of the Somos User Group.
Randy earned his Bachelor of Science Degree in Communications from Ohio University, with a corollary Degree in Interpersonal Communications ... and Management.
Vice President, Finance
Jim Foster is WCS’ VP of Finance and Accounting. He is responsible for developing financial strategies designed to drive sustained and profitable growth. To this end, he manages the accounting, treasury, financial planning, external audit, tax, risk, credit management, insurance, and revenue assurance functions.
Prior to the joining WCS, Mr. Foster held senior financial management positions with Soundview Paper Company, Air Products and Chemicals, and Lucent Technologies. His experience has focused greatly on continuous improvement of manufacturing, logistics, finance and IT organizations in the semiconductor, specialty chemicals, and electronic chemical industries.
Jim holds a Bachelor’s of Science in Electrical Engineering from Drexel University and a Master’s in Business Administration from Kelley School of Business at Indiana University.
General Manager, WCS Asia
Albert Gan is the Senior Director overseeing WCS’s Asian operations based in Manila. Mr. Gan is responsible for the alignment and operation of all Asia-based business functions, and the continued growth of WCS throughout the Asia-Pacific region.
Prior to joining WCS, Mr. Gan managed outsourced telecommunication programs for AT&T, Verizon Online, T-Mobile UK & US. He was also the Head of the Customer Service, Training & Customer Support Divisions of Maxis Communication Bhd., a leading mobile provider in Kuala Lumpur, Malaysia. Prior to his working in the Telecommunications Industry, Mr. Gan worked in the Banking and Finance Industry where he was a Vice President of J. P. Morgan Chase, Mortgage Division, Philippines.
Albert earned a Bachelor’s degree in Information Technology with an emphasis in Computer Sciences. He is a Six Sigma-Black Belt and holds certificates in Project Management and ISO 9001 audit.
John (Jay) Mercer, Director of Engineering, is a thirty year veteran of the telecommunications industry with Frontier Network Systems, USA DATANET and Warwick Valley Telephone in a variety of Engineering, Operations, Sales and Marketing, Customer Care, Technical Consulting, and Maintenance functions. At WCS he is responsible for Network engineering for the various network architectures that support WCS services.
During his tenure at USA DATANET and Warwick Valley Telephone Jay was responsible for engineering and operations of Class 4 and Class 5 switch platforms both TDM based and VOIP based as well as the Data and Video networks that supported them and for the various Business and Residential customers. And as the CTO at both companies, he provided leadership in the development and deployment of hosted PBX and SIP Trunking roll outs.
With Frontier Jay held various positions supporting the design installation of large PBX and ACD installations and deployed some of the first VOIP solutions.
Jay served in the USAF and was an engineer for voice and data at the University of Rochester.
Director, Information Technology
Jack Allen is the Director of Information Technology for WCS. He is a veteran of the Telecom Industry with over twenty-two years of experience. Throughout Jack’s extensive career in the Information Technology field, he has maintained a strong focus on the development of systems to drive efficiency. He has a wide range of experience managing IT business solutions including billing systems, CRMs and ERPs.
Jack oversees the development, implementation, and support of IT systems throughout WCS. His area of responsibility includes all IT Operations in support of WCS enterprise requirements, as well as the design, development, deployment and support of new and existing technical solutions.
Prior to WCS, Jack was Director of IT for other Telecommunications companies including Cleartel Communications, Talk America and Access One Communications.
Jack holds a Bachelor of Science Degree in Computer Science from Fordham University.
